The source files are images, so the critical choices are order, orientation, readability and page size. A technically valid PDF can still be unusable if scans are sideways or pages are shuffled.

The PDF is a delivery document, not a replacement for the source images. Keep the original photos or scans unchanged so the document can be rebuilt with a different order, quality level or page selection later.
When not to use Images to PDF
If the input files are already PDFs, use PDF tools instead. Images to PDF creates a visual document from image pixels; it does not preserve existing PDF text layers, bookmarks or form fields.
Preserve the source images, not a source PDF
Images to PDF starts from image files, so the repeatable source is the original image set. Keep those images unchanged in a folder with their intended order. Before export, decide whether the PDF should behave like a document, a portfolio or a scan bundle: that determines page orientation, page size and compression. After download, inspect small text, thin lines and the first few page breaks because image-to-PDF quality problems usually appear as readability or ordering issues.
